The Federal Employees Pay Comparability Act (FEPCA) was signed into law in 1990. FEPCA was designed to close the pay gap between comparable jobs in the federal and private sectors over a 10-year period. Unfortunately, both Presidents Clinton and Bush have ignored FEPCA; and, as a result, the federal pay gap continues to grow.
