Being Held Hostage to Management's Failings

With the revelations that NSPS not only doesn’t work, but can’t work, the Defense Business Board is recommending that NSPS be “pulled by the roots” and “reconstructed”.

My gardening experiences tells me that “pulling by the roots” kills the plant supported by those roots.  OK – I buy that, kill NSPS.

But my construction experiences in life tell me that in “reconstruction”, one assumes that a foundation exists in which to rebuild on.   That, I don’t buy.  

So which is it -  kill or rebuild?  And, as important, what happens to the employees suffering under the personnel system that clearly isn’t working? 

Are the 209,000 plus employees under NSPS to be expected to have their performance misjudged, and their pay checks suffer while DOD sorts out just how they intend to reconstruct a pay for performance system?  This is nothing more than DOD taking hostages to barter for a new personnel system.  Leaving employees to suffer so DOD can  coerce agreement for another system.

Anyone else see a problem with this?

DOD is leveraging the fact that almost all of the employees under NSPS are not represented by a union.   Absent these folks exercising their rights under the law and joining a union, and having their voices heard, no one can come to their rescue.

These folks can do two things to help free themselves from NSPS.  One, join in the AFGE campaign and sign the petition to Deputy Secretary Lynn.  And two, seek out union representation by contacting AFGE.

yES BUT WHAT IF YOUR LIFE WOULD BE MADE MISERABLE IF YOU JOINED THE UNION AND IT WAS MADE CLEAR AT YOUR HIRE THAT JOINING TH UNION WAS NOT A FAVORABLE THING

I along with 180 other United States Immigration Other Than Permanent

employees know what it is like to be cast aside by an out of control federal agency.

We have been in a constant battle with the former INS now CBP for the past 12 going on 13 years. Even though we won an FLRA decision and two arbitration awards the CBO refuses to honor the award.
