Operation CLEAN UP Act: AFGE Leads the Fight to Stop Waste, Fraud, Abuse in Outsourcing

AFGE Takes Its Contracting Out Reform Campaign to the House of Representatives

The American Federation of Government Employees (AFGE) is ramping up its efforts to permanently stop waste, fraud, and abuse in government contracting. Thanks to the hard work and dedication of Senator Barbara Mikulski (D-MD), The CLEAN UP Act (S. 924, the Correction of Longstanding Errors in Agencies Unsustainable Procurement Act) was introduced in the United States Senate on April 29, 2009. This monumental piece of legislation would clean up the contracting out mess left behind by the previous administration by making the outsourcing and insourcing processes more fair to federal employees and more accountable to taxpayers. AFGE has also been working closely with Representative John Sarbanes (D-MD) on the House version of the CLEAN UP Act, which is set to be introduced the week of May 11th.

It’s time to ensure that government works for all Americans, and taxpayers money is not mismanaged by government contracts. The end of the waste, fraud and abuse in government contracting hinges on the passage of the CLEAN UP Act because this bill will:

  • Ensure that jobs that are inherently governmental are performed by federal employees. Agencies would be require to identify those jobs performed by contractors and come up with a schedule to gradually bring the work back in house.
  • Require agencies to come up with inventories of contracts to track costs and performance.
  • Require agencies to determine whether there are o will be staffing shortages and develop plans to address them.
  • Direct the Obama Administration to make drastic, long-overdue reforms to the Office of Management and Budget Circular A-76 – the rules that govern outsourcing studies.
  • Suspend the A-76 process until all the reforms have been made across the government.
