Agencies shift political appointees into permanent positions

In a practice known as "burrowing," the Interior Department and other agencies are moving key political appointees into permanent civil-service posts to give them some job security. The moves will prevent the Obama administration from putting its people in some key positions. Outside groups, such as the American Federation of Government Employees, try to monitor the shifts but have no authority to do anything about it. Washington Post, The (11/18)
