SECRETARYCHERTOFF:Goodmorning,everybody.I'mjoinedherebyKipHawleyandbyanumberofourTransportationSecurityofficersatCheckpointEvolution,andIthinkwe'vegottheopportunitytodaytoannouncesomeverysignificantchanges,whatIwouldcallthenextgenerationofhowwe'regoingtobedealingwithairportsecurity.


Obviously,we'vedoneanawfullotsinceSeptember11thintheareaofairportsecurity.Allofusrememberthatdayandtheshockandhorrorofwhat19hijackerswereabletoaccomplishbytakingcontrolofaircraft.Thatofcoursewastheculminationofalonghistoryofhijackings,bombsonaircraft,thathavemadetheaviationsectoraprimetargetforterrorismforaslongasmostofuscanremember.


Nowadayswehavedozensoflayersofsecuritythatprotectthetravelingpublic,including100percentscreeningofpassengersandbags,newexplosivesdetectiontechnology,substantialnumbersoffederalairmarshals,armedpilots,behavioraldetection,officersworkingaspartofTSA,andahostofothermeasuresseenandunseen.

Andimpressively,we'veimplementedthesemeasureswhilemanagingtheflowofapproximately2milliondomesticairtravelerseverysingleday.Thatreflectsourphilosophy,whichistobalancetough,strongsecuritywithmakingsurethatwehaveefficientandfreetravel.

NowsomepeoplemaywonderifwestillhavethekindofthreattoaviationthatwehadonSeptember11th.Ifyoudoubtit,Isuggestyoufollowwhat'sbeingreportedinthenewsinatrialunderwayinLondonwhereseveralindividualsarebeingtriedfortheirroleinaplotinAugust2006toblowupmultipletransatlanticaircraftboundfortheUnitedStates.

Ithinkyou'llrememberwhenthatplotwasdisruptedabout18monthsago.Wewerenotabletoexplainingreatdetailwhyweweretakingthestepstoreconfigureourrequirementbyreducingthesizeofliquidstobebroughtonairplanesandtakingothermeasurestobeefupairportsecurity.Butnowwearefinallyabletotalkaboutthedetailsofthatplot,andthosedetailsarechilling.


Theterroristsintendedtotakesealedsportsdrinkbottles,insertsyringesin,drainouttheliquidsinthebottlesandthenputintheplaceofthoseliquids,liquidexplosives,whereupontheywouldthengluethebottomofthebottle.

Byallappearances,thesebottleswouldlookasiftheywereuntouched,unopened,straight-off-the-shelfsportsdrinks.Instead,theywouldhavehadalethalcocktailinside.TheterroristsplannedtodetonatethesebottlesbyassemblingthemwithdetonatorswhentheaircraftweremidwayovertheAtlantic.

Adiabolicalelementoftheschemewasthattheyweregoingtowaituntilitwastoofarawayfortheaircrafttobegintoturnhometotrytofindsafety.SothataseachaircraftblewupovertheAtlantic,thecrewsandperhapseventhepassengersintheremainingaircraftwouldbelefttowonderwhethertheywouldbenext.Iwantyoutoreflectforamomentonhowtrulychillingandinhumaneitistovisitthiskindofterroronpeople.


Asyouwillrecall,tothegreatcreditofthemenandwomenofTSA,startingwithKipHawleyhimself,andbecauseofthegreatcooperationofthetravelingpublic,wewereabletoquicklyimplementnewscreeningprotocolsandrestrictionstomakesurethatthethreatthatwasdisruptedonAugust2008--I'msorry,August2006--couldnotbecarriedoutanyplaceelse.


WelearnedalotfromtheexperienceinAugustof2006,aswellaswhatwe'velearnedoverthepastfiveyearsplusofTSAoperations.Andsoaboutfiveorsixmonthsago,IsaidtoAssistantSecretaryHawley,let'sstepback,let'stakealookateverythingwe'vedoneoverthepastseveralyearsintheareaofaviationsecurity,andlet'sseeifwecanreconfigurethesystemtotakesecuritytoanewlevelbutalsototakeconveniencetoanewlevel,toeliminatesomeofthepersistentirritationsthatareaconstantsourceofcomplaintandaconstantsourceofhassleforthetravelingpublic.

Andsowhatwe'regoingtoannouncetodayandwhatyou'regoingtoseehereatthisterminalinBWIandhopefullyinotherairportsinthenextfewweeks,istheproductofthestudythatwe'veundertakenoverthispastsixmonths,aprocessthatIthinkisgoingtobeadramaticimprovementintheexperiencefortravelers,andperhapsmoreimportant,asignificantcontinuedimprovementinthesecurityforthosepassengersaswecontinuetomakesurethatouraviationexperienceremainssecureandaslow-hassleaspossible.


Letmebeginbydescribingthisprocessasyouwouldexperienceitfromthetimeyoubeginyourjourneygoingforward.Everybodyknowsthefirststepofthejourneyisyou'vegottogetyourboardingpass.Andherewe'regoingtotakeaimatwhathasbeenamajorsourceoffrustrationfortravelersoverthelastseveralyears.

Thosetravelerswhohappentoshareanamewithsomebodywhoisonawatchlist,andwhohaveforthatreasonbeenunabletogettheirboardingpassovertheInternetortheirboardingpassatkiosk,buthavebeenforcedinsteadtowaitonlineinordertogetclearancefromtheairportofficialandgettheirboardingpasssotheycangotothegate.


Theproblemherehasbeenthatwe'vehadamisidentificationorafalsepositiveissuewhenpeopleshareanamewithsomebodywhoisrightfullyonawatchlistasaselectee.Andsobystudyingtheproblemandaskingwhethertherewouldbeawaytoavoidtheproblemgoingforward,wehavereconfiguredoursystemfordealingwithwatchlistedsothateffectivetoday,we'regivingairlinestheflexibilitytoverifyandstoresomeadditionalbiographicdata,namely,aperson'sdateofbirth,sothatatravelerwillthenbeabletogethisorherboardingpassatthekioskorathomeeveniftheirnamematchesthenameofaselectee,justthesamewaythateverybodyelseis.

Letmebeveryclearaboutthis.Thewaythisprocessisgoingtoworkisthis.Ifyouareatravelerwhohashadproblemsinthepastbecauseyournameappearsonawatchlistorisidenticaltothenameofsomebodywhoisrightfullyonawatchlist,ifyou'reatravelerlikethat,youhavehadtheexperienceeverytimeyougototheairportofbeingtoldyoucannotgetyourboardingpasslikeeverybodyelse.You'vegottogotothecounter.You'vegottoworkwiththeairlineinordertogetpermissiontogettheboardingpass.


Whatwillhappennowis,thenexttimeyougototheairportforaparticularairlineandyougototheticketcounter,iftheairlinechooses,theywillbeabletoofferyoutheopportunitytosupplyyourdateofbirth.Andifyousupplythatdateofbirth,theywillbeabletoenteritintotheirowndatafields,andfromthattimeforth,anytimeyouusethatairline,youwillbeabletogostraighttothekioskorgotoahomecomputerandgetyourboardingpassprintedwithouthavingtogobacktothatcountereveragain.


Nowit'sgoingtorequireyoutodothisoneairlineatatime.Butwhatitwilldoisitwillremovevirtually100percentofthefalsepositivesthatpeoplehaveexperiencedinthepast,amajorhasslewhichIthinkhasbeenfranklyamajorsourceofcomplaint.


Togiveyousomeidea,bytheway,ofthedimensionsofthisproblem,onemajoraircarrierhasreportedroughly9,000falsepositiveseveryday.Ifthischangeisputintoeffectbythatairline,thenumberoffalsepositiveswillbereducedtoaboutzero.Moreover,Iwanttoemphasizethatbecauseofthepassengerworkingdirectlywiththeairlineandsupplyingtheinformationtotheairline,thegovernmentwillnotbeacquiringtheinformation,willnotbepartoftheprocess.Thisisgoingtobeatotallyprivatearrangementwhichwillallowpeopletoreduceamajorhasslewithtraveling.


Allright.Nowyou'vegotyourboardingpass.Thenextthingisyou'vegottogointotheairport,you'vegottogothroughthesecurityscreeningprocess,andyou'vegottogettothecheckpoint.Andsothesecondchangewe'reenactingtodayhastodowiththekindsofdocumentswe'regoingtoacceptatthecheckpoint.

Todaywe'reannouncingidentificationstandardsforairportstogivetravelersgreaterclarityaboutwhatdocumentsaregoingtobeacceptedatthecheckpoint.Now,look.Aswe'vesaidoverandoveragain,weneedtoknowwho'sgettingonairplanes.That'sthewholepurposeofhavingawatchlist,sothataknownterroristcan'tgetonanairplane.Andthatmeanswehavetohaveahighdegreeofconfidencethatthedocumentbeingpresentedasidentificationaccuratelyreflectstheidentityofthepersonwhoispresentingthedocument.That'samatterofcommonsense.Ifyou'regoingtoaskforID,itoughttobeaccurateID.


Now,thegoodnewsis,becausewe'vehadeverystatedowhatneedstobedoneundertheRealIDact,thekindsofidentificationthatpeoplecommonlyusewillbeacceptableforpurposesofdocumentcheckingattheairport.ThatmeansaU.S.federalorstate-issuedfederalIDlikeadriver'slicense,passport,passcard,singletypeofgovernmentidentification,solongasitincludesaname,adateofbirth,gender,expirationdateandcertainkindsoftamper-resistantfeatures.


Muchlikeoureffortstonarrowthelistofacceptabledocumentsatourland,seaandairportsofentry,bysettingtheseidentificationstandards,we'regoingtogiveourdocumentcheckersasmallernumberofdocumentstoworkwith,moreclaritywithrespecttowhattheyhavetobepreparedtoinspectandevaluate,anditwillalsoallowthetravelingpublictohaveabettersenseofwhatwillworkefficientlyattheairport.


ThisisultimatelygoingtoleadtoaligningalloftheirdocumentrequirementsacrossallofwhatDHSdoesinawaythatwillmakeitclear,manageableandefficientforthetraveleraswellasforthosepeoplewhohavetheresponsibilityofsecurity.We'regoingtohavedocumentationoutthere,issomethingonthewebsitenowthat'sgoingtoexplainexactlywhatkindsofdocumentswillberequired.Theyaredocumentsthatthevery,verygreatmajorityofpeopleordinarilycarrywiththemandpresentattheairportlikeadriver'slicenseor,forexample,apassport.

Forthosepeoplewho,youknow,forgettheiridentificationorwindupwiththewrongidentificationaswerollthisout,thatdoesn'tmeanyou'renotgoingtobeablegetonyourairplane.We'llworkwithyoutomakesurethatwecanidentifyyouandmakesurethatwecancounselyousoyouunderstandwhatyouneedtohavenexttime.

We'regoingtomakethisaspainlessanexperienceaspossible,andasweworkourwaythroughit,Ithinkintheendit'sgoingtobemoreefficientforeverybody.


Finally,wecometothecheckpointitself,andhereI'mgoingtoinviteyouwhenwe'redonewiththis,ifyou'llleaveyourcamerasbehind,toactuallyexperiencethecheckpointyourselvesasyouwouldasapassenger.Ithinkwhatyou'llseeisit'sadramaticimprovementintheexperience.

Whatyouprobablywon'tsee,butisevenmoreimportantis,it'sadramaticbenefittothescreeningofficersbyallowingthembettervisibilityintowhatyou'recarryingwithyou,whatyou'vegotonyourperson,andabetterwaytodeterminewhetheranyofthoseitemsareapotentialthreat.


Undertheoldsystem,infactcurrentlyatmostairports,everybodywhohasbeenthroughthecheckpointknowsitisnotarelaxingexperience.Infact,duringpeaktravelperiods,thecheckpointcanbenoisy,itcanbecongested,itcaninvolvetravelerswithdifferentlevelsofexperience,someofwhomareveryefficientandknowwhatthey'redoing,andsomeofwhomfranklyarealittlebitconfusedandmaybealarmedabouttheexperiencethatthey'reundertaking.


There'sbackgroundnoise.There'sanaturalstresslevel.Allofthesethingsnotonlymakeituncomfortablefortravelers,buttheymakeitharderforourscreeningofficerstodetectthosepeoplewhoarebehavinginasuspiciousway,notbecausethey'rejustupsetornervousoranxious,butbecausethey'vegotsomeparticularbadpurposeinmindthatthey'retryingtoconceal.


Additionally,ourcurrentcheckpointstendtoberigidandinflexible,whichmakesitdifficulttoupgradeandincludenewtechnology.Itmakesitdifficulttobuildrandomnessintotheprocess,anditalsomakesithardtoadjustforchangesintrafficflow.


Forallofthesereasons,inordertocalmdownthearea,makeiteasierforpeopletomovearoundwhilemaintainingacomparativedegreeofloweranxiety,tomakeiteasierforallbehavioraldetectionofficerstoidentifythosepeoplewhoreallyareanxiousandstressedbecauseofsomenefariouspurpose,andtomakeiteasiertoadaptandemploynewtechnology,we'reunveilingwhatwecallCheckpointEvolution.


Asyouwalkthroughthecheckpoint,you'regoingtoseeanumberofthings.First,we'veinvestedinsomenewcutting-edgetechnologythatwillnoticeablyimproveourabilitytoidentifydangerousitems,specificallyexplosives.Ournewcheckpointfeaturesmulti-viewX-ray,whichwillgiveourTransportationSecurityofficersaclear,moredetailedlookatwhat'sincarry-onbaggage,andthereforemakeitquickertogothroughbecausefeweractuallymanualbaggagecheckswillberequired.Andthoseofyouwhochoosetogothroughtheprocess,we'lltakeyouaroundtheback.Again,nophotographs.WewillshowyoutheimageontheX-rayscreen,andyouwillseeitismuchbetterthanwhatyouwillhaverecalledseeingundertheoldsystem,whichwasalittlebitblurryandgrainy.Sothat'sabigstepforward.


Anotherthingthecheckpointusesiswholebodyimaging,knownasWBI,whichincludesMillimeterWavetechnology.Thistechnologyallowsustodetectanyitemconcealedonaperson'sbody,includingmadewithplastic,hiddenunderclothing,anddetectitquicklywithminimalintrusion.Toprotectprivacy,ourofficerswillviewtheimagesfromaremotelocation,andthefacialfeatureswillbeblurredandtheimagesdeletedfromthesystemoncetheyhavebeenreviewed.


Passengerswillalsobeofferedtheopportunitytooptoutofthisscreeningandgothroughatraditionalpatdowniftheywant,butourexperienceshowsthatamajority,avastmajorityofpeopleactuallywantthenewtechnology.WhenwetestedinPhoenix,about90percentchosethemachineoverthepatdown.Iwentthroughitmyself,andthenIgottolookatmyselfontheimageinthebackroom.Myfacewasobscured.Ididn'tfeelmyprivacywasinvaded.Ithappenedtobequiteaccurate.SoIthinkitworksprettywell.


Thesecondthingyounoticeasyougothroughthecheckpointisjustthegeneralambianceoftheenvironment.Wehaveanautomatedsystemforscanandreturn,sothere'sacontinuousflowofbaggagethroughtheX-rayinsteadofthecurrentsystemwherethelinealwaysseemtostartandstopinfits.You'llseethatwe'veprovidedourofficerswithwirelessradioheadsetssotheycancommunicatewithoutyellingoverthecheckpoint.

We'veaddedlighting,musicandsignage,andopenspacethat'sergonomicallydesignedtoallowpeopletounpacktheirbagsorunpacktheirjacketsattheirownrate.Thosewhoareveryefficientandmoreexperienceddon'thavetowaitbehindthosewhoareslow,andthosewhoareslowdon'thavetofeelsomebodybreathingdowntheirneckastheyareworkingtocomplywiththerequirements.


Theseimprovementsaren'tmerelycosmetic.Theyhavearealsecuritybenefit,becausebycalmingthingsdown,weallowofficerstointeractwithpassengersinawaythatlowersthegeneralstresslevel.Andthatallows,again,thosewithreasontobeanxious,tobecomemoreobvioustothebehavioraldetectionofficers,whoareconstantlymonitoringtoseewhethertherearepeopleoutthereatwhomweoughttotakeacloserlook.


Andthatbringsustothethirdmajorareaofimprovement,whichI'vealreadyalludedto,whichisthehumanelementofbehaviordetection.TransportationSecurityOfficershereatBWIarethefirstinthenationtohavecompletedanew16-hourtrainingmoduleinthelatestintelligencewithmoreimprovisedexplosivedevicedetectionskillsandpassengerinteractiontechniques.

Supplementingtheirefforts,wehavedeployedbehaviordetectionofficerswhohavebeenspeciallytrainedtolookforpassengerswhoexhibitunusualsignsofstress,fearordeception,includinginvoluntarysigns.Andthat'swhycommon--themajorityoftravelersallowsthepeoplewithsomethingtohidetostandoutalittlebitmore,andthatmakesthejobforourbehaviordetectionofficerssomewhateasierthanitotherwisewouldbe.


Ifyouwonderwhetherthisbehaviordetectionworks,letmetellyouwhathappenedonApril1stwhereanindividualwasarrestedinOrlandowhentheyattemptedtocheckabagfilledwithbombparts.Thebehaviordetectionofficerspottedthispersonattheticketcounter,andtheywerearrestedbeforetheyreachedthecheckpointandbeforetheirbagactuallyhadtogothroughtheordinaryluggagein-linescreeningprocess.


So,alltheseimprovements,notonlyindividuallybuttakentogether,createanintegratedsystemthatreinforcesourlayeredsecurityapproach.Ithinkwhatit'sgoingtodoisreducealotofthehassle.It'sgoingtoaddressalotofthecomplaintsthatwe'veheard.It'sgoingtodosonotonlywithoutacosttosecurity,butactuallyaddingarealbenefittosecurity.It'sakindofadownpaymentonaprinciplethatIthinkwe'veusedinthedepartmentoverthelastseveralyears,whichistobewillingtoalwaysstandback,lookatwhatwedo,notassumethatwhatwe'redoingisnecessarilythebestwaytodoit,butthenreallytorevisitit,breakthemold,thinkoutsidethebox,andwhenwe'repersuadedthere'sabetterwaytodothings,goanddothingsinthatbetterway.


Oneofthegreatcontributorstothisprocess,letmesaybywayofconclusion,arethepassengersthemselvesandthetravelersthemselves.WhenIheardfrompeopleabouttheexperiencesthey'vehadattheairport,whenKiphasheardfromthem,whenthenewTSAwebsiteandblogsitehasreceivedthiskindofinput,wedon'tjustignoreit.Wedon'tbrushitoff.Whatwedoiswetakeitonboardandweuseitaspartoftheprocessofchallengingourthinkingandseewhethertherearebetterwaystodothings.


SoIwanttocontinuetoencouragethetravelingpublictogiveustheirsupportandcooperation,andalsogiveustheirconstructivecriticism.Iftherearethingsyouthinkwecanyoudobetter,we'realwaysreadytogobackanddofurtherretooling.Iftherearethingsyoulike,that'sgood.It'simportantforustoknowthat.


Intheend,we'reallinittogether.Weallwantthesamething.Wewanttravelerstogetonthatplaneasquicklyaspossible,and,youknow,wedon'tcontrolthewholeairlineexperience,andthere'salotofitthat'soutofourhands.Butthepartofitthatwedocontrol,wewouldliketomakeitaspleasantaspossible,andwe'recommittedtodoingit.Butmostimportant,we'recommittedtomakingsurethatasfarasit'sinourcontrol,yougetwhereyou'regoingsafeandsoundattheendofyourtrip.

QUESTION:Ortalkordescribewhattherolloutprocedureis.


ADMINISTRATORHAWLEY:Sure.Therolloutisgoingtobewiththedifferentpieces,liketheemployeetraining,the16hourstheSecretarymentioned,thatwillberolledoutacrossthecountrythisyear.TheATX-Raywillalsoberolledout.We'llhave600oftheunitsdeployedbytheendoftheyear.Andthensomeoftheotherthingswhicharesharedcostswiththeairportwillbedoneonacase-by-casebasis.ButtheprinciplestheSecretarymentionedwillbeacrossthecountrythisyear.

SECRETARYCHERTOFF:Wehavejustreallyinthelastdayopenedthisopportunity,soIthinkevery--alltheairlinesaregoingtoobviouslywanttounderstandexactlyhowitworks.They'regoingtohavetoevaluatetheirinternaldatamanagementsystem.SomeofthemmayusetheirFrequentFlyersystemsastheplatform.SoIbelievewe'regoingtohavetowaitforafewweekstobeabletoletyouknow.


QUESTION:Whatkindofresponsehaveyougottenfromtheairlines?


ADMINISTRATORHAWLEY:Well,verysupportive,becausetheairlines,they'retheirpassengersaswell,andthisisamajorpainpoint.Soworkingtogetherwiththem,weexpectthistoworkwellandquickly.

ADMINISTRATORHAWLEY:TheequipmentbreaksdownfortheATX-rayandtheMillimeterWavearecoststhatthegovernmenttakes.Thestuffyouseeintermsofthelightsandthecuearrangementsaretypicallyfootedbytheairportitself.So,roughlyforthisoneI'dsayinthe$300,000range.
