Col. Marcia Rossi says, "Those 233 could be retained if the Most Efficient Organization wins the bid. But also, if a service contractor comes in, they might want that expertise."

Price believes if a contractor wins the bid, all of those positions will likely be eliminated.

Regardless of the outcome, the military will help those who are forced to relocated or retire early by setting up assistance programs. The study is three months behind schedule, but officials expect an outcome by next March, with plans in place by August 2009.
