TSA's Inconsistent Shift-Bidding Policy Causes Confusion, Hurts Morale

InconsistencyinhowTSAimplementsitsshiftbiddingpolicyhascausedconfusion,frustration,andresentmentamongTSOs,accordingtoasurveyonshiftbidsconductedbytheAmericanFederationofGovernmentEmployeesinMay.ThesurveyrevealedthatTSA'spolicyonshiftbidsvariesfromairporttoairportandmaybechangedatanytimetosuitmanagement.Atseveralairports,TSOssaidnothinginwritingcanbereferredtowhenitcomestoshiftbidsanddifferentmanagersgivedifferentanswers.Onethirdofthenearly300respondentssaidshiftbidsattheirairportsaredoneonceeverysixmonthswhileanotheronethirdsaidtheyaredoneonceayear.Morethanhalfoftherespondentssaidnewhiresaregiventhefirstchoiceofshiftordaysoffoverseniorworkers.Atseveralairports,thosewhoareformercontractscreenersarealsogivenhigherseniorityoverthosewithotherfederalservice.
Thenthereistheissueoftiebreakers.Some83percentsaidSocialSecuritynumbersareused,while6percentsaidpreviousfederalserviceistakenintoaccount.Only2percentsaidveteranstatusisconsidered.SeveralTSOsalsorevealedthatmanagersmakedealsandgivegoodshiftstowhomevertheywant.
ButthoseatthebottomofthebiddinggameappeartobeTSOswhoareinjuredonthejob.Some64percentofthosesurveyedsaidTSAdoesn'tallowTSOstobidonshiftsiftheyarereceivingworker'scompensationbenefits.
"Wearegivenwhatevertheyhaveleftover,"saidoneTSO."Iftheydonotlikeyou,youwillgotonights."

Thiskindofinconsistencythatbreedsunfairnessandthuspoormoralecanbetakencareofthroughcollectivebargaining,somethingTSAhasrepeatedlyrejected.
