National Representative 

Dave has worked as a correctional officer for the Bureau of Prisons for 27 years.  He has been the president of AFGE Local 720 (FCC Terre Haute) for 18 years and served as a CPL National Representative for 2 years.  Dave has been the lead advocate in more than fifty arbitration cases - issues arbitrated include disciplinary, adverse actions, terminations, overtime pay, annual leave, vacating posts, work hours/schedules, performance evaluations, augmentation, and portal-to-portal.  He advocacy has resulted in obtaining nearly 14 million dollars in back pay for AFGE members.  

Dave has filed successful appeals (exceptions and oppositions) with the Federal Labor Relations Authority and on a national level, he has been involved in national policy negotiations and served on multiple joint policy committees.  He assisted multiple Locals in negotiability appeals and mediations for LSAs negotiations.  Dave is an advocate, and trainer and has extensive experience in filing grievances and unfair labor practices, bargaining, negotiating compressed work schedules, and experience representing members in all aspects of personnel management.
