Frank Silberstein, District 14 National Fair Practices and Affirmative Action Coordinator
Frank Silberstein is a mathematical statistician at the U.S. Census Bureau, and a 21 year-member of AFGE. He received his BS degree from the University of Maryland College Park and his MS degree from Johns Hopkins University. Frank has had advanced training in EEO representation and regularly keeps up with EEO case law and developments. Frank is no stranger to labor. Before AFGE, he was a member of the International Association of Machinists and Aerospace Workers and then the American Federation of Teachers. He has taught in Baltimore City Schools, Baltimore City Community College, and in the Peace Corps.
Frank serves as a channel for disseminating information that affects civil, human, and workers’ rights issues throughout District 14. For over six years, he has been serving as a member of the Human Rights Committee, the EEO and Representation Subcommittee, and is currently the Chair of the NFPAAC Subcommittee. He is also actively involved in advising and assisting members regarding EEO claims and seeks input from locals to develop regular trainings so they may better represent members throughout the District on discrimination claims. Mr. Silberstein also advocates via legislation and negotiation to ensure that all agencies in the District maintain fairness when they recruit, hire, retain, and promote workers and that they properly reflect the broad diversity of America at all levels.

Tyra McClelland, District 14 National Women’s Advisory Coordinator
Trya McClelland has been a member of American Federation of Government Employees (AFGE) for more than 10 years. She began her union career as a representative for AFGE Local 727 Court Services and Offender Supervision Agency (CSOSA). Shortly after joining AFGE, Tyra hit the ground running. She was elected as the local’s Secretary Treasurer in 2011, and became the local’s Women’s Coordinator, as well as the Legislative Political Coordinator. As true unionists do, Tyra is involved in many AFGE committees to include Y.O.U.N.G, Pride, AFL-CIO, and the Law Enforcement Officers’ Committee. She was also one of the first to graduate from one of AFGE’s premiere advance training programs, P.O.R.T. and P.O.R.T. II: Advance.
Tyra holds a psychology degree from Bowie State University. She is a state-licensed Addiction Counselor and Domestic Violence Counselor, as well as an executive board member of her daughter’s Parent Teacher Student Organization. Tyra is currently enrolled in AFGE’s college program, gaining her certificate in Paralegal Studies.
One of Tyra’s strengths is her ability to maintain a healthy work/life balance. As a single mother of three children, she is extremely proud of Andrew (and educator in Charles County, MD), Dwayne (a decorated Army Veteran), and Taryn (a high school honor roll student). Tyra also enjoys spending time with her surrogate daughter, Czaria, who is looking forward to starting college.

Francis A. Nichols, III, District 14 Y.O.U.N.G. Coordinator
Francis Nichols is a 13-year AFGE member and a Senior Pre-trial Services Officer for the Pretrial Services Agency of the District of Columbia. Because he has always believed in fairness and equality for all, his involvement with the union was eminent. Francis is currently the Vice President of AFGE’s Local 1456, which represents more than 300 members.
Francis is a fighter, and he knows that mobilization is effective in getting your voice heard. He has led national rallies—“Fight 4 -$15” in Chicago, IL; “Y.O.U.N.G. Worker Summit,” Cleveland, OH; “A Day without a Woman March” here in the DMV—just to name a few. With a Bachelor of Science in Criminal Justice (with a Law concentration), from the University of Maryland Eastern Shore, and a Masters of Interdisciplinary in Criminal Justice Administration form Georgia State University, Francis is a true unionist defending the rights of government workers. Not only is Francis District 14’s Y.O.U.N.G. but he is also the National Pride Coordinator for the entire federation.

Patrick Holmes, District 14 Y.O.U.N.G. Coordinator
Patrick Holmes is the AFGE District 14 Y.O.U.N.G. Coordinator. He joined AFGE in 2013 while working as a Drug Technician, and subsequently, a Probation/Parole Officer at the Court Services and Offender Supervision Agency (CSOSA). As a steward of AFGE Local 727 and the local’s Y.O.U.N.G. and PRIDE Coordinator, Patrick has always been a strong voice for his department on issues regarding LGBTQA+ employees, younger workforce members, health and safety, and contract language and negotiations.
“You win some and you lose some, but no matter your win or lose, you must always make a difference.” That’s what I learned 8 years ago when I became an AFGE member—to always make a difference.
Patrick is from Greenville, Mississippi, and a graduate of Jackson State University. He holds a Bachelor’s Degree in Criminal Justice and Correctional Services. Patrick also holds a Master’s degree in public safety and Forensics from Capella University where he graduated with Distinction. As the AFGE District 14 Y.O.U.N.G. Coordinator, he looks forward to working with Y.O.U.N.G. members, as well as the seasoned mentors of the District, at making a difference. Although Patrick may still win some and lose some, he will always have your best interest at heart.
