WASHINGTON – American Federation of Government Employees National President Everett Kelley issued the following statement in response to President Biden’s executive order expanding apprenticeships and promoting labor-management forums at federal agencies:
“Today’s executive order is a meaningful step toward building a stronger, more inclusive middle class and enhancing the quality of our federal workforce. It is another example of the significant progress being made under the Biden-Harris administration for American workers.
“The expansion of registered apprenticeships within the federal government will create new opportunities for working Americans to advance their careers and find stable, well-paid employment in the trades while also ensuring our nation is equipped with the skills and expertise needed to meet the challenges of the future.
“Likewise, the creation of labor-management forums inside federal agencies will bring agency management and front-line workers together, fostering better relationships and dialogue, and improving our ability to identify and resolve issues. This approach underscores the Biden-Harris administration’s understanding that the best decisions are made when all stakeholders, especially those representing the workforce, are involved from the onset. Such forums will be essential to building a more effective, efficient federal government.
“Moreover, the executive order holds agencies accountable for implementing previous directives, specifically Executive Order 14003, focusing on bargaining over permissive subjects. Agencies must now report to the Office of Personnel Management (OPM) on their compliance, ensuring that President Biden’s pro-worker policies are not just words on paper but actions in practice.
“We applaud the Biden administration for its unwavering commitment to American workers and the American middle class and for continuing to take bold action to build a government that can better serve the American people.”
