The National Citizenship and Immigration Services Council 119 represents more than 13,000 U.S. Citizenship and Immigration Services (USCIS) employees in the US and abroad. These workers process applications for citizenship, naturalization, and visas. They review requests to work and live in the United States, interview asylum seekers and refugees, and stand at the front of the room when new Americans raise their hands and take the oath. AFGE USCIS members perform essential duties necessary for protecting the integrity of America's immigration system.
Council 119 is made up of 13,000 AFGE locals representing USCIS offices across three regions: Eastern, Central, and Western.
On March 27, 2025, the Trump administration issued an executive order stripping collective bargaining rights from more than half of all federal employees, including many USCIS employees. AFGE immediately challenged the EO, and in June 2025, we obtained a preliminary injunction from Judge Donato in the Northern District of California. That injunction, however, was paused and later vacated by a three-judge panel of the Ninth Circuit.
In August 2025, USCIS notified AFGE that they would be terminating the contract. However, AFGE will continue to fight back until every single contract is restored.
