Dennis brings more than 30 years of Council of Prison Locals’ experience to the table. He began his career at FCI Danbury and held the following positions in the Local: Steward, Chief Steward, Local Treasurer, and Local President. Dennis was elected to the National Executive Council as Northeast Regional Vice-President. Subsequently, he held the position of National Legislative Coordinator, and held the position of National Representative since 2008 .
He has conducted countless third party hearings in arbitrations, before the FLRA , and MSPB. Dennis also litigated the first successful Vacating of Post arbitration at FCI Mariana. He went on to adjudicate other precedence setting cases: Safety-Toed Shoe and Boot arbitration, and the National Arbitration which eliminated six and 9-month posts on the correctional services roster.
Dennis was a member of the Council’s Master Agreement Team which resulted in the longest running negotiations in AFGE history. Most notably, he was a participant in the successful negotiation of a nationwide 125-million Portal settlement. Dennis currently is the Chair of National Policy Negotiations. He also is a member of the Joint Policy Writing Committee who assisted in the deregulation of the Human Resources Manual.
Dennis has received numerous recognitions from the Council: Bob Brantley Leadership Award, Ester F. Johnson National Secretary Treasurer Award, Most Improved Local Award, Most Organized Local Award, Basil McDavit Legislative Action Award, and Outstanding Leadership Award in the Northeast Region.
Dennis conducts Basic and Advance Stewards Training regularly and specializes in Arbitration Training. He spearheaded CPL-33 LSA super-template and Local Supplemental Agreement Training for a 105 Locals. Dennis is retired BOP, and remains an inspirational and integral figure for local leaders in the Bureau of Prisons and AFGE.
