AFGE strongly supports allocating a portion of the 2010 General Schedule pay adjustment to locality pay. Although we are extremely disappointed by the decision to deviate from the long-standing precedent of parity between civilian and military salary adjustments, we appreciate the Congress’ decision to uphold its commitment to the locality pay system in 2010.
The Federal Employees Pay Comparability Act (FEPCA) promises federal employees a good faith effort to close the pay gaps between federal and non-federal salaries on a local basis. In every year since 1994, a portion of the overall amount Congress has approved for GS pay adjustment has been allocated to locality pay. The modest pay adjustment set for 2010 is no justification for abandoning the commitment to the locality pay system. Even a small allocation, such as one half of one percent, will reduce the size of the current pay gaps, moving federal salaries closer to the goal of comparability.
