AFGE has filed certification requests with the Federal Labor Relations Authority (FLRA) seeking to represent all health care workers who have transferred from other military services to the new Defense Health Agency. It took a year and a half, but AFGE has so far won the FLRA’s decisions to represent workers in 17 markets and headquarters.
These employees are part of the 45,000 civilian bargaining unit employees who have been transferred to DHA as part of the largest reorganization in the Defense Department since 1947. A majority of the employees transferred had been represented by AFGE locals when they were with the military services.
“AFGE’s General Counsel’s Office has been successful in maintaining and adding to AFGE’s bargaining units that transferred to DHA,” said AFGE Deputy General Counsel Cathie McQuiston. “Each of the markets and the headquarters required AFGE to file a petition with the FLRA to update the certifications so that employees would continue to have union representation.”

The first FLRA certification AFGE won was at DHA headquarters last year. The North Carolina certification won earlier this year was our second certification but represents the first medical treatment facility certification.
