Financial Officers of the local union are required to comply with laws and regulations of the Department of Labor (DOL) and the Internal Revenue Service (IRS). Not being in compliance with these laws and regulations can lead to fines, prison or both. The Financial Officers Training class will give officers the knowledge and skills to properly perform their functions as a financial officer of the local union. In this class participants will learn about their responsibilities as required by the Labor Management Reporting and Disclosure Act (LMRDA) and IRS regulations. The class also gives the financial officers tools, through training on Quickbooks ®, which assists them in complying with these laws and regulations. By the end of the class, the financial officers will know:
- Their responsibilities as required by LMRDA and IRS regulations
- Who is a financial officer as defined by LMRDA
- Administering and safeguarding local union assets
- What are the bonding requirements and how to calculate them
- Reporting on local activity through the LM reporting process and filing IRS Form 990
- Maintaining accurate membership rosters
- Consequences of non-compliance with DOL and IRS laws and regulations
- How to use certain tools to assist them in complying with LMRDA and IRS reporting requirements through the annual filing of LM reports as required by DOL and the Form 990 as required by the IRS and using My Local 3 to manage membership
- Proper use of Quickbooks ® Pro to include:
- Installation, set-up and customization of Quickbooks ® Pro
- Managing local cash accounts
- Depositing and reporting transactions affecting cash
- Paying local bills and documentation requirements
- Reconciling cash accounts
- Billing for direct pay and retired members
- Preparing reports for membership and to prepare annual LM and 990 reports
- Month-end and Year-end processing
- Understanding Agency Dues Deduction and AFGE Tape Reports
