Local 2578 is headquartered in the Washington D.C. area and serves members at all NARA locations east of the Rocky Mountains, except for metro St. Louis. Local 2578 is a member of the Council of National Archives and Records Administration Locals (Council 260) that is responsible for negotiating the AFGE-NARA Collective Bargaining Agreement.
AFGE is the exclusive representative of NARA's consolidated national bargaining unit, representing full- and part-time professional, para-professional, non-professional, and wage-grade employees under Title VII of the Civil Service Reform Act.
